Dell APEX vs Public Cloud: TCO and Control for Government Workloads

Public cloud was supposed to end the data center debate. For most government IT shops, it didn't. Egress fees, classified data constraints, latency-sensitive workloads, and the slow grind of an unpredictable monthly bill have pushed many agencies toward a hybrid posture. Total cost of ownership
Cloud TCO looks attractive on the first invoice and gets complicated by the twelfth. The variables that erode the public-cloud case for steady-state government workloads are well documented in practice:
- Egress and inter-region transfer fees. Moving large datasets out of a hyperscaler, common for healthcare imaging, geospatial, or research data, carries per-gigabyte charges that compound. On-prem APEX has no egress meter.

Data sovereignty and control

In a public cloud, your data sits on multi-tenant infrastructure you do not physically control, governed by the provider's regions, key management, and personnel. Both models can be made compliant, but the path differs. Public cloud relies on the provider's authorizations and a shared-responsibility model where you still own configuration, identity, and the workload. Misconfiguration, not the platform, is the recurring source of cloud exposure in government environments.
