TAA-Compliant IT Procurement: A Federal Buyer's Guide

What TAA requires

The Trade Agreements Act (TAA) generally requires that products bought on government contracts be made or "substantially transformed" in the United States or a TAA-designated country. It's a procurement-eligibility rule, not a security standard — but getting it wrong can sink an order or trigger a protest.

TAA is per-SKU, by country of origin

The critical thing buyers miss: TAA eligibility is decided per SKU by country of origin, not per brand. A manufacturer may offer both TAA-compliant and non-compliant variants of the same product line. The practical rule for most vendors is "buy the TAA-flagged SKU." You cannot assume a brand is blanket-compliant.

Verify before you buy

Confirm TAA status on the specific part number before award — ideally in writing on the quote. Reputable resellers will flag the compliant SKU and note any substitution. For Dell and Dell Networking, we confirm country-of-origin and the TAA-eligible configuration as part of every government quote.

Payment and ordering

• GPC / purchase card — for micro-purchases and quick buys.
• RFQ — send the requirement and we return a firm, line-item quote for larger orders.

• Country of origin documented.
• Payment method selected (GPC or RFQ).
• FIPS / DoDIN APL / STIG requirements identified where applicable.
• Lead time and substitution policy understood.
